Tempe project hits vertical milestone with 120-ton concrete panel installed

An office-to-industrial project in Tempe has met another milestone after construction went vertical with the installation of concrete wall panels.

A panel-tilt event was held Oct. 28 for the two-building 255,000-square-foot Class A industrial development called Sky Harbor Logistics at 1515 W. 14th Street.

Lincoln Property Co. is developing the project and leasing it while Willmeng Construction, Inc. is serving as the general contractor. Butler Design Group, Inc. is the architect, and Riggs Companies is the concrete contractor.

At the event, a concrete panel weighing about 120 tons was put into place with a crane, making it one of the last tilt-up wall panels to be erected for that building.

The project broke ground in July, and since then the site preparation has been completed in addition to the foundation work, the building’s concrete slab and most underground utilities, including sewer, water and storm drainage, said Chris Coffer, Willmeng’s project executive for Sky Harbor Logistics.

The tilt panels for the second building will go up in the next couple of weeks, Coffer said, and the roof structure will be the next step.

Lincoln has been working on the development since 2024. It went through the Tempe Development Review Commission last October, which approved the project through its consent agenda.

The location near Sky Harbor International Airport was one of the reasons that made the site attractive for the industrial development, Michael Monroe, Lincoln’s vice president of development told the Business Journal.

It’s also not Lincoln’s first office-to-industrial conversion project. Monroe said Lincoln is working on a conversion project in Phoenix off Interstate 17 and Loop 101 where it will demolish a 350,00-square-foot office to make room for three industrial buildings that will be 500,000 square feet.

“The goal isn’t just simply to convert a building from one use to another, it’s to make sure that the finished product works operational for our industrial market that we have today, and that we don’t … overbuild our projects to take us out of the market for other user types,” Monroe said.

Willmeng’s CEO James Murphy said the construction company has been working with Lincoln on projects like Sky Harbor Logistics since 2001.

“This is a modern, modern version of the product we delivered with Lincoln over 20 years ago,” Murphy said.

Sky Harbor Logistics can have a total of eight tenants across both buildings, and it’s anticipated to be completed in late April 2027.

Ryan Companies starts work on two-building project

Adjacent to Sky Harbor Logistics, a two-building industrial project spanning 233,479 square feet is underway.
